ONGC Gets US Licence to Expand Venezuela Operations

State-run Oil and Natural Gas Corporation (ONGC) is set to significantly expand its activities in Venezuela after receiving a licence from the US Treasury’s Office of Foreign Assets Control (OFAC), easing the sanctions-related restrictions that had limited the company’s operations in the country.

The approval gives ONGC greater flexibility to invest in its Venezuelan assets, increase oil production, pursue new agreements and potentially take over the operation of some projects currently managed by Venezuela’s state-owned oil company, PDVSA.

ONGC Gets Greater Flexibility in Venezuela

Anupam Agarwal, Director-Finance at ONGC, said the company can now take a more active approach to its Venezuelan investments.

“Now we have full freedom to work on the Venezuela project because earlier we were restricting our operations there because of the sanction-related risks. Those risks are behind us,” Agarwal said during an investor call following ONGC’s first-quarter earnings announcement.

The OFAC licence is expected to remove several financial and operational constraints that had restricted ONGC’s ability to expand its presence in Venezuela.

The company has been in discussions with Venezuelan authorities and its joint-venture partners regarding its existing investments and future opportunities.

Pending Dividend of More Than $500 Million

The licence could also have a significant financial impact for ONGC. The company expects greater flexibility in handling finances related to its Venezuelan projects and could potentially recover a pending dividend of more than USD 500 million.

ONGC is also looking at opportunities to enter into new agreements and potentially assume operatorship of some projects currently managed by PDVSA. According to Agarwal, discussions are progressing and the company expects further developments on these fronts.

Venezuela’s Oil Reserves Offer Strategic Opportunity

Venezuela remains strategically important to ONGC because of its enormous crude oil reserves. According to information shared by the company, Venezuela has around 303 billion barrels of proven crude oil reserves, the largest proven reserves in the world.

However, production has remained significantly below its potential due to years of underinvestment, US sanctions and operational challenges.

The easing of restrictions could therefore create opportunities for ONGC to increase production from existing assets while exploring additional investments in the country’s oil sector.

Focus on Shallow and Onshore Fields

ONGC is particularly interested in shallow and onshore oil fields in Venezuela, where the company believes it can apply its existing operating expertise.

Agarwal said ONGC’s focus is on shallow and onshore fields where it has relevant experience from its operations in western India, including Mehsana and Ahmedabad. This could allow the company to leverage its domestic expertise as it expands its involvement in Venezuelan oil production.

New Petroleum Law Could Support Investments

Venezuela’s newly enacted petroleum law could further improve the investment environment by providing additional fiscal incentives for resource development.

For ONGC, the combination of greater operational flexibility, potential new agreements, access to existing assets and a more supportive fiscal framework could create opportunities to increase its contribution to Venezuela’s oil production. The company is also evaluating whether it can take over operatorship of selected projects from PDVSA.

ONGC Bullish on Venezuela

For several years, US sanctions on Venezuela’s oil sector had made it difficult for ONGC to conduct financial transactions, invest additional capital and expand its operations despite its existing presence in the country.

The new OFAC licence changes that situation considerably. “We are very bullish for Venezuela,” Agarwal said, adding that ONGC expects new agreements and could potentially take over operatorship of some projects from PDVSA in the near term.

With restrictions easing, ONGC is now positioned to make greater use of its technical and operational capabilities in Venezuela, potentially increasing production, recovering pending financial dues and expanding its footprint in one of the world’s largest oil-producing regions.
